FREMA OPARE NEEDS TO BE RETAINED AS CHIEF OF STAFF – SAMUEL JINAPOR

Former deputy Chief of Staff at the Office of the President, Samuel Abu Jinapor, has extolled the virtues of his former boss, Akosua Frema Osei-Opare, stressing she deserves to retain her position in President Nana Addo Dankwa Akufo-Addo’s second term.

Describing her as a personality who discharges her duties diligently and creditably, Jinapor said Osei-Opare has been formidable in running the president’s office.

Speaking on Asempa FM’s prime time show, Ekosiisen, on Tuesday (12 January 2021), the current MP for Damongo Constituency in the Savannah Region, said Osei-Opare established a good rapport with all appointees of the president and also maintained a cordial working chemistry between the president and the vice-president’s office.

Jinapor added that as the first female Chief of Staff in the history of the Fourth Republic, she kept the busy business of the Office of the President going without recording any scandal, whatsoever, in the first term of the Akufo-Addo administration.

“I worked with the Chief of Staff, Madam Akosua Frema Osei-Opare. I was her deputy for four years and I do know that she is a very diligent woman. She discharged her duties by paying attention to details and her work over the last four years speaks for itself,” Jinapor stated

RAWLINGS TO BE LAID IN STATE ON JANUARY 24

The late President Jerry John Rawlings will be laid in state at the foyer of the Accra International Conference Centre from January 24 to January 26, 2021, the Foreign Affairs Ministry has said in a circular to foreign missions.

“The Ministry of Foreign Affairs and Regional Integration of the Republic of Ghana presents its compliments to all Diplomatic Missions, International Organizations and Honorary Consulates accredited to the Republic of Ghana and with reference to the former’s Note Verbale No. PR/CIR dated 16th December 2020, informing of the postponement of the funeral arrangements for the late Flt. Lt. Jerry John Rawlings, Former President of the Republic of Ghana, has the honour to inform of the new dates for the funeral and burial rites of the late former president as follows:

” Laying-In-State from 24th to 26th January 2021 at the Foyer of the Accra International Conference Center (AICC) From 9:00 a.m. to 5p.M. daily; Mass on 26th January, 2021 from 9:00 a.m. to 11:00 a.m. at the Holy Spirit Cathedral, Accra; Burial Service on 27th January, 2021 from 9:00 a.m. to 11:00 a.m. at the Independence Square, Accra,” the circular said.

Former President of Ghana, Jerry John Rawlings died at the Korle Bu Teaching Hospital in Accra on November 12,2020.

Jerry John Rawlings was born on 22 June 1947 and is a former Ghanaian military leader and subsequent politician who ruled the country from 1981 to 2001 and also for a brief period in 1979.

He led a military junta until 1992, and then served two terms as the democratically elected President of Ghana.

SEC WARNS AGAINST INVESTMENT IN CHY MALL

The Securities and Exchange Commission (SEC) is warning the general and investing public to beware of investment firm, Chy Century Heng Yue Group Limited and its partner, Sairui E-commerce Ghana Limited that has been undertaking electronic investments transactions.

According to the capital market regulator, it has not licensed the firm to carry out any capital market activity including investing or trading for returns as mandated by Section 3 of the Securities Industry Act.

As such, Chy Century Heng Yue Group Limited, cannot operate as an investment firm.

“The general public is hereby put on notice that CHY CENTURY HENG YUE GROUP LIMITED/SAIRUI E-COMMERCE GHANA LIMITED have not been licensed by SEC to carry out any capital market activity including investing or trading for returns as mandated by Section 3 of the Securities Industry Act, 2016 (Act 929)”, it said in a statement.

“CHY CENTURY HENG YUE GROUP LIMITED/SAIRUI E-COMMERCE GHANA LIMITED are therefore not regulated by the SEC.”

It is therefore advising investors to consult the SEC through its toll free line 0800100065 or main telephone number 0302768970-2 to confirm the licensing status of any firm offering products or services relating to investments in the capital market.

The SEC reassured all Market Operators, Investors and the General Public that it is dedicated to ensuring rigorous implementation of all the rules or operators in the Capital Market in order to promote the orderly growth and development of an efficient, fair and transparent securities market. This will ensure that investors and the integrity of the market are protected.If further said “this public interest warning is issued pursuant to Sections 3 and 208(c) of the Securities Industry Act, 2016 (Act 929).

The SEC had issued similar warnings in the past including investing in gold dealing firm, Menzgold which led to some investors losing hugging investments.

UNIVERSITY OF GHANA: ASSIGNMENT NOW 70% OF TOTAL EXAM SCORE

Henceforth, students of the University of Ghana will be graded over 70 percent for assignments while examinations results are marked over 30 percent, as against the reverse that until now, was the practice at the tertiary institution.

The decision, according to the Dean of Students of the university, Professor Godfred Alufar Bokpin, is occasioned by the difficulties brought to learning and teaching due to the outbreak of the Coronavirus.

He added that students returning to school will have limited academic work and so more emphasis would be concentrated on assignments more than it would be on examinations.

Prof. Bokpin made this known in an interview in Accra during which he assured students that their concerns to the university management have all been taken into consideration and that they have put in all necessary adjustments to ensure the planned short time for the semester is without any challenges.

He further stated that students will no longer be held accountable in terms of contact hours which were calculated as three hours a week for three-credit courses.

“So what the modular system which is being used now means is that the contact hours per week is going to be doubled,” he said, adding that the contact hours with faculty would have been 26 hours in the normal stream of 13 weeks of lectures.”

He also admitted that it is because it will be impossible for students to catch up on the things they would have originally covered in 13 weeks that this new grading system is being introduced.

On the subject of the split system to be run by the university, Prof. Bokpin explained that from January, Level 100 and Level 400 students would begin their first semester while Levels 200 and 300 students begin theirs in March.

“All these measures are tailored at managing on the number of students on campus at a particular time, as a measure to prevent the spread of the Coronavirus,” he said.

TEMA YOUTH FC AND REVELATION FC CAS IN ON PARTEY’S TRANSFER

Ghanaian clubs Tema Youth and Revelation FC have benefited from Thomas Partey’s big-money transfer to Arsenal.

Tema Youth and Revelation have received more than €1.2m in development fees, a two months after the holding midfielder completed 50 million euros move to Emirates.

The significant amounts was released by the Premier League into the accounts of teams that developed the midfielder last week.

Revelation FC, a colts club in the Ashaiman area which falls under the Greater Accra Regional FA, received a notification for €750,000.

Whilst Wilfred ‘Palmer’ Osei’s Tema Youth SC, which is a division one club received in excess of €500,000.

It is understood that all parties who have played a role in the development of a player, once proven, are entitled to this development fee which is mandatory as per the English Football Association rules. The higher the value of the player, the higher the amount that trickles down.

Partey arrived in Spain as a teenager and became an important member of the Atletico Madrid squad before his 2020 summer deadline day transfer to the Gunners.

He spent nine years at Atletico, winning the UEFA Europa League and UEFA Super Cup in 2018. Partey also played in the UEFA Champions League final in 2016.

The midfielder is currently recovering from an injury which has kept him out of action since early last month.

NPP EXECUTIVES NOT TO BLAME FOR MIKE OQUAYE’S DEFEAT AS SPEKER NOMINEE – JOHN BOADU

Alhaji Iddi Muhayu-Deen, an aide to the General Secretary of the New Patriotic Party (NPP) John Boadu says the national leadership of the party cannot and must not be blamed for the defeat of its nominee, Prof. Aaron Mike Oquaye in the Speaker of Parliament elections held on Thursday, January 7, 2021.

According to him, the party provided enough support and did a lot of work in the interest of the party regarding the elections.

Mr. Boadu’s aide stressed this in a response to allegations made by one of the party’s Members of Parliament, Eugene Boakye Antwi representing the Subin constituency.

The Subin MP in a media interview after the NPP side failed to get Prof. Oquaye re-elected as Speaker of Parliament said the leadership of the party must be blamed for the development.

He said the party leadership lacked coordination and there was the need for self-introspection within the party.

He said there was great coordination between the NDC General Secretary, Johnson Asiedu Nketia and the NDC MPs to enable to have their choice of Speaker, Alban Bagbin elected.

But John Boadu’s aide in reaction to the comments said Mr. Boadu was present in Parliament to give the NPP MPs the needed support and also played a key role in the background consultations for the selection of the First and Second Deputy Speakers.

“Not only that, John Boadu, as a key stakeholder in the matters that were before the august house, was invited to participate in the background negotiations involving the leadership of both sides during the deadlock, whereupon he played an instrumental role in getting the NDC side to agree to support the NPP’s proposal to have Hon. Joe Osei Owusu and Hon. Amoako Assiamah, elected on consensus, as First and Second Deputy Speakers respectively,” he noted.

He described as mischievous and untenable the allegations by the Subin MP.

MY ACCUMULATED LEAVE ENDS IN MARCH – DOMELEVO

Auditor General Daniel Yao Domelevo has dismissed claims that he is resuming work on Monday from his long leave.

Reports have claimed Mr Domelevo, who was directed to proceed on leave by President Akufo-Addo, was set to resume work on Monday, January 11.

However, in a Facebook post, the outspoken anti-graft auditor said his accumulated leave ends on March 2, 2021 and not Monday.

“Please ignore the news circulating that I will be resuming work tomorrow, 11 January 2021. The 167 working days leave ends on 2nd March and I will resume work on the 3rd. Thanks,” he wrote.

President Akufo-Addo on June 29, 2020, asked the Auditor-General to take his accumulated leave, a statement from the presidency has said.

Director of Communications at the Jubilee House in the statement said Mr Domelevo is expected to begin the leave on Wednesday, July 1, 2020.

“The President’s decision to direct Mr Domelevo to take his accumulated leave is based on sections 20 (1) and 31 of the Labour Act, 2003 (Act 651), which apply to workers, including public office holders such as the Auditor-General.

“According to the Act, a worker is entitled to annual leave with full pay, in a calendar year of continuous service which cannot be relinquished or forgone by the worker or the employer,” the statement said.

However, in a response intercepted by Starr News, Mr Domelevo said some actions and utterances by ministers of the President indicate that his work is embarrassing the government.

AKUFFO-ADDO SWORN AS PRESIDENT

Nana Addo Dankwa Akufo-Addo has been sworn-in as the President of the Republic of Ghana to begin his second term in office.

The swearing-in ceremony took place at the forecourt of the Parliament House Thursday afternoon.

Akufo-Addo won the December elections with over 51 per cent of total valid votes cast to secure a second term in office.

Before the swearing-in of President Akufo-Addo, Dr Mahamudu Bawumia was sworn-in as the Vice President of Ghana.

The process leading to the swearing-in ceremony was nearly marred after soldiers stormed Ghana’s parliament over a protracted stalemate between MPs-elect over the election of a new Speaker of the House.

The election went into a near-violent hold up after leadership of the NDC in the House accused their colleagues from the NPP of violating the secret ballot rule of the election by showing their ballot to themselves.

BAGBIN ELECTED SPEAKER

The former Member of Parliament for Nadowli Kaleo and a member of the opposition National Democratic Congress, Alban Kingsford Sumani Bagbin has been elected as the Speaker of the 8th Parliament.

Mr. Bagbin, who was the Second Deputy Speaker in the previous Parliament won the elections with 138 votes.

His only contender, Prof. Aaron Mike Oquaye polled 136 votes.

The opposition National Democratic Congress (NDC) proposed Alban Bagbin as their choice candidate for the Speaker of Parliament while the New Patriotic Party (NPP) proposed Prof. Aaron Mike Oquaye who served as Speaker for the 7th Parliament; 2017 to 2021.

The election of Bagbin was not without controversy as several alien incidents characterized the night including the invasion of military personnel into the parliamentary chamber.

Earlier, the NDC Members of Parliament, clad in white, moved to sit on the right side of the Speaker to indicate they were in the majority which sparked serious controversy.

Later the issue of allowing the MP-elect for Assin North, Richard Quayson to vote in the election came up strongly as the Clerk who superintended over the voting process indicated that he would not allow him to cast his ballot because a court injunction had been granted to bar him from holding himself out as the MP.

That issue was resolved and the NDC MP allowed to vote subsequently.

During counting of the ballots, the Member of Parliament for Tema West and former Deputy Minister of Trade and Industry ran to the table and snatched the uncounted ballots of Prof. Aaron Mike Oquaye and attempted to bolt with it.

The Chief Whip on the NDC side and MP for Asawase, Alhaji Muntaka Mubarak immediately went after him and secured the ballots.

Born on September 24, 1957, at Sombo in the Upper West Region, Bagbin is a graduate of the University of Ghana (1977-1980) and the Ghana School of Law (1980 -1982).

He holds an Executive Masters in Governance and Leadership from the Ghana Institute of Management and Public Administration (GIMPA).

The MP for Nadowli Kaleo and former Majority Leader started schooling at an early age at the Roman Catholic Primary School, Sombo, did his second cycle education at Wa Secondary School and ended at the Tamale Secondary School, where he earned his Ordinary Level and Advanced Level certificates before entering the University of Ghana in 1977.

From 1980 to 1982, he worked at the Bureau of Statistics and Statistical Service as the acting Secretary to the Statistical Service Board while between 1982 and 1983; he worked as Personnel Manager of the erstwhile State Hotels Corporation.

Mr. Bagbin practiced as a private legal practitioner in the Akyem Chambers, a firm of legal practitioners, consultants, and notaries public, as a partner.

He is currently the longest serving member of parliament, having served since 1993 when the first parliament under the 4th Republic was inaugurated.

He has held a number of positions in Parliament since 1994 and capped his law making career with the ultimate, the Majority Leader and Leader of the House.

In the first Parliament of the Fourth Republic, he was made the Chairman of the Parliamentary Committee on Subsidiary Legislation and Vice Chairman of the Parliamentary Committee on Mines and Energy and Member of the Committee on Local Government and Rural Development.

In the Second Parliament of the Fourth Republic, Mr. Bagbin was the Chairman of the Parliamentary Committee on Constitutional, Legal and Parliamentary Affairs with oversight responsibilities for the Commission of Human Rights and Administrative Justice, Electoral Commission, National Commission on Civic Education, Office of Parliament and Ministry of Parliamentary Affairs.

He was also the chairman of the Public Accounts Committee from 2001 to 2005.

He was also the Vice-Chairman of the Appointments Committee of Parliament.

He did not run again for Parliament in the 2020 elections.

MAHAMA CALLS FOR PROBE INTO BALLOT PAPER SNATCHING AND MILITARY INVASION

Former President John Dramani Mahama is calling for an investigation into the various incidents that characterized Thursday dawn’s Speaker of Parliament election.

Mentioning particularly the invasion of the parliamentary chamber by military personnel and the snatching of ballot papers during counting by the Member of Parliament for Tema West, Carlos Ahenkorah, John Mahama said Parliament must probe the two incidents and punish persons behind them.

“Parliament must conduct an investigation into the two incidents and exact appropriate sanctions,” Mahama said in a twitter thread.

He accused the New Patriotic Party (NPP) government of trying to return the country to the era where military personnel had control of governance, saying that this is evidenced in the continuous use of the military in various national democratic exercises.

“The attempt to snatch ballot papers by the MP-elect for Tema West and the invasion of the Chamber by armed military personnel are images one had never expected to see in our 4th Republican Parliament. The recent use of the military in civil democratic processes has become a major worry & gives the impression that this admin is continually seeking to resurrect the exorcised ghosts of our military past,” he said.

While congratulating Alban Bagbin on his election as speaker of the 8th Parliament, he commended members of the NDC Caucus for their “dedication and commitment,” adding that Bagbin’s election shows how much great things Ghana can achieve through dialogue and consensus building.
