AKUFO-ADDO LEAVES FOR IVORY COAST

The President of the Republic, Nana Addo Dankwa Akufo-Addo, left Ghana on Tuesday, 16th March 2021, for Cote d’Ivoire, in his capacity as Chairman of the ECOWAS Authority, to attend the funeral of the late Hamed Bakayoko, Prime Minister of Cote d’Ivoire, which will be held on Wednesday, 17th March, in Abidjan, capital of Cote d’Ivoire.

An eight-day period of national mourning for the late Prime Minister was announced by President Alassane Outtarra last Thursday, with the burial scheduled for Friday, 19th March.

President Akufo-Addo was accompanied by the Minister for Foreign Affairs, Hon. Shirley Ayorkor Botchway, MP, and officials of the Presidency and the Foreign Ministry.

The President will return to Ghana on Wednesday, 17th February, 2021, and in his absence, the Vice President, Alhaji Dr Mahamudu Bawumia, shall, in accordance with Article 60(8) of the Constitution, act in his stead.

STONEBWOY DENIES SAMINI SOCIAL MEDIA BEEF

Ghanaian BET award winner Stonebwoy says he won’t beef with his ‘father’ on social media after Samini retweeted his congratulatory tweet for Nigeria.

The Ashaiman based artiste was congratulating his fellow artists in Nigeria who won at the just ended Grammy Awards for giving Africa a facelift and commenting on Ghana not being able to get a nomination.

Samini replied in his tweet with two hashtags “Ghana will be ok if we begin to keep it with each other as artists my gee.it starts from being honest and calling a spade a spade. Do you think they disrespect Idibia like you disrespect Samini?? #yearoftruth. Before you give extra fake fans to Nigeria #checkyourself faker”

Stonebwoy came back to reply to his ‘father’ saying, “No disrespect, You just finished a Twitter beef with Shatta is it my turn now?? We know each other personally I cannot do this with you on social media.”

The high-grade owner, retweeted again, “Smh Stonebwoy lol. You know you can throw dust in no one eyes my son. You know exactly where I’m coming from. Don’t trash GH in congratulating Nigeria because they don’t disrespect their legends like you do period…a word to the wise…”

The 63RD Grammy Awards was also packed with beautiful performances from diverse artists including Afrobeats Burna Boy whose “Twice As Tall” won the award for Best Global Album.

MAKE AUGUST 9 NATIONAL MATHEMATICS DAY-DR. PRINCE ARMAH

The Kwesimintsim MP is proposing that August 9, the birthday of the late Professor Allotey should be celebrated as National Mathematics Day.

Dr Prince Armah made the proposal in a feature to mark the International Day of Mathematics, which falls on 14th March every year.

He believes that were Ghana to do that, it would encourage young Ghanaians to take up the challenge of mathematics, which would have positive impact on the nation’s development effort.

Dr Armah argued that mathematics is central to the country’s development objectives and deserves greater attention than it is getting, adding it is utilised in all aspects of life, and not just for professions such as engineering and science.

“When we think of professions that rely on the subject, we tend to think of engineers and scientists. But mathematics is useful to a lot more of us. The seamstress cannot cut her patterns without mathematical concepts such as measurement. The fishmonger cannot sell his produce without mathematical concept of arithmetic.

“At home, we could not serve our potions of food if we didn’t employ mathematics. In politics, we could not determine the winner of an election, or which side in parliament is the majority without mathematics,” he explains.

Dr Armah says there are long standing problems with teaching, learning and assessment of the subject, which have made the subject unattractive to students. These, he says, can be resolved with greater investment into the discipline.

The former Director-General of the National Council for Curriculum and Assessment (NaCCA) also recounted some steps that government is taking to improve teaching and learning of mathematics in the country.

According to him, “through the Science, Technology, Engineering, Art and Mathematics Centres, the national numeracy programme in collaboration with Matific and other technology-based initiatives such as iBox, the Ministry of Education is working to make the study of mathematics more fun and attractive to students.

“In addition, the Mathematics and Science for Sub-Sahara programme by the World Bank, which Ghana has signed on to, will help improve teachers’ content knowledge, pedagogical practices and the use of teaching and learning materials to boost children’s understanding of mathematical concepts.”

He also credited the new educational curriculum with the capacity to address issues with instruction, which has led to a situation where young Ghanaians are able to undertake computations but struggle when they have to apply mathematical concepts to problem solving and everyday situations.

Dr Armah is convinced that celebrating the achievements of the late Professor Francis Kofi Ampenyin Allotey, the first Ghanaian to become a full professor in mathematics and the person responsible for the “Allottey Formalism” will encourage more young Ghanaians to reach for excellence in the study of mathematics and other disciplines.

CONTROVERSIAL TEXTBOOKS WERE APPROVED BY NACCA – ABLAKWA ALLEGES

The Member of Parliament for North Tongu Samuel Okudzeto Ablakwa has filed an urgent question on the floor of parliament for Education Minister Dr Yaw Aduwtum to explain circumstances surrounding the circulation of the controversial textbooks.

The former deputy education minister has also rubbished claims by the National Council for Curriculum and Assessment NaCCA that the books have not been approved, saying he had intercepted a letter to the effect that the books were actually approved last year.

There was outrage over the weekend after some people expressed disgust over portions of the textbook for primary schoolchildren which appears to denigrate Ewes in the country.

Following that, the NaCCA issued a statement to the effect that the books have not been approved for use.
But Mr Ablakwa in an interview with Starr News’ Ibrahim Alhassan said “this is to notify all concerned that I have filed an urgent parliamentary question requesting the Minister for Education to appear before the House and respond to the two bigoted publications in the issue.”
“The text of my urgent question is as follows: To ask the Honourable Minister responsible for Education whether the publications titled: History of Ghana, Text Book 3 by Badu Nkansah Publications authored by Badu Nkansah and Nelly Martinson Anim and Golden English Basic 4 authored by Okyere Baafi Alexander both of which contain bigoted content targeted at the Ewe ethnic group have come to his Ministry’s attention; were they approved by any of his Ministry’s agencies and what steps Government is taking to purge our schools and bookshops from offensive, divisive and incendiary publications of this nature?”

Speaking to the media after filing the urgent question, Mr Ablakwa noted “it is also important for me to stress that my urgent question is also to rechannel the anger into peaceful democratic processes to resolve this matter. and I must stress that point because you saw angry youth threatening to burn down the books. Some were looking for the publishers and all. I want to use this medium to ask them to calm down.”

He explained that “what this urgent question also does is to raise the fundamental issue of the role of the gatekeepers, how they must now sit up and make sure that the system is purified so that they perform their gatekeeping role. There should be proper quality assurance and people should not just author any kind of book with certain agenda’s which you are not clear about and then it finds its way to your schools and it is fomenting al this trouble and threatening our national cohesion.”

He insisted that “it cannot be enough, “I’ve seen the NaCCA statement, it’s not enough to just say that they have not been approved. I have seen other communication that shows that the publishers seem to have had an initial approval on the 25th of September, I have seen that letter that they wrote to the publishers.”

“We need to know, that initial approval, did they realize the bigoted incendiary aspect, what did they have to say about that?”

He added “even if, granted, they are not approved, but you are in charge of our schools, you must ensure that materials being sold in our public schools have been approved by you. What did you do all of these months when these books were out there. So, far NaCCA has not told us what it has done so that the system is purged, these books are withdrawn. And if publishers are violating the law, defying you, you say you’ve not given the final approval.”

VOLTA REGIONAL HOUSE OF CHIEF DEMAND IMMEDIATE WITHDRAWAL OF DEROGATORY TEXT BOOKS

While History of Ghana Textbook 3 by Badu Nkansah Publications features a song that purported portrays the Ewe identity, Golden English Basic 4 by Golden Publications wrote a sentence which said: ‘Efo agrees to prepare the juju for the players’ on page 17.

In a statement issued by the Regional House of Chiefs and signed by its President, Togbe Tepre Hodo IV on Monday, 15 March 2021, the Volta chiefs noted that their attention has been drawn to the contents of a “book designed for use by lower classes in the current educational structure.”

The house described some of the content of the books which it refers to casting “derogatory allusions and innuendos at Ewes,” as “distasteful and a disgrace to the authors and publishers of the said material intended to educate the younger generation of this country.”

The Regional House of Chiefs said: “We deem it highly reprehensible for those responsible for this offensive publication, to harbour such vile thoughts about their fellow citizens of Ghana in the twenty-first century.”

“We therefore unreservedly condemn this singular demonstration of tribal bigotry and prejudice and call on those responsible for the offensive publication, to withdraw the same from circulation and to destroy every part of the offending material.

The house further demanded “an unqualified apology from the authors and publishers of this base material to be rendered to all Ewe speaking citizens of Ghana”

It urged other “ethnic groups in this country, to condemn such divisive publications which only serve as a recipe for chaos and disunity.”

The house added that: “In the event that this ill-advised publication is discovered anywhere after our demand for the same to be withdrawn from circulation, we hereby serve notice that the Chiefs and people of Ewe ethnic origin, will take appropriate legal measures to ensure that these mischief-makers walk on the right side of the law.”

Meanwhile, Ghanaian-owned publishing company, Badu Nkansah Publications, has apologised to Ghanaians for the circulation of their History of Ghana Textbook 3, which features condescending content of Ewes.

In a statement by the publishing company, Badu Nkansah Publications said: “Following the introduction of the new curriculum by NaCCA, we submitted a textbook application for approval for our book History of Ghana in January last year. We received a response to our application from NaCCA on 25th September (Reference NaCCA /G14).”

It continued that: “The NaCCA raised concerns with portions of the book even though they informed us that the book had satisfied most of the technical and content requirements. They however told us to work on certain aspects of the book further in order for it to meet the expectations of the new curriculum.

“An attached comment which accompanied the report detailed areas of particular concern which we are still in the process of complying with.”

The Publishing Company further continued that: “Unfortunately, while undergoing the review, a limited quantity of the unpublished draft found its way into the market.”

It added: “We apologise to all those affected and we wish to assure all Ghanaians such a thing will never happen again.”

 

I’m SPEAKER OF GHANA, NOT NDC SPEAKER – ALBAN BAGBIN SCHOOLS SAMMY GYAMFI

The Speaker of Parliament Alban Bagbin says his job is to hold the balance in Parliament and not to favour any side of the House.

It comes after the National Communication Officer of the NDC Sammy Gyamfi accused him and the Minority leadership of selling out the party following the approval of ministerial nominees of President Akufo-Addo.

Speaking to Class FM in a yet-to-be aired interview, the former NDC lawmaker said nobody should expect him to tow party lines as Speaker of the House.

“Recently in the media, on social media, in particular, you have heard the blistering attack on me when I did not play any role apart from presiding [over the business of the house]”.

“Because I say I belong or came from a party, does he [Sammy Gyamfi] think I’m at the beck and call of the party?” he queried.

He stressed “Now, I don’t belong to any party. I’m Speaker of Ghana. I’m not a Speaker of NPP. I’m not a Speaker of NDC. I’m Speaker of Ghana. And I must hold the balance. So, decision-taking; no. My duty is to ensure that there’s an even playing field and the decision is taken and I announce it. That is all.

“And, so, if you sit down and look at me and think that maybe you were my girlfriend before [and, therefore] I should give you an advantage over another who I’ve never met, please, then don’t come to me; you won’t get it. Let’s finish; after work, we can do that business together. Not when I’m working. That’s my nature; that’s how I’ve been up to this time and, so, it’s unfortunate that these things are happening”

NSA WISHES IOC WELL IN ITS ELECTION

The National Sports Authority (NSA) has extended its best wishes to all candidates in the upcoming Ghana Olympic Committee (GOC) Elective Congress.

The Election is scheduled to take place on Monday 15th March, where new executives would be elected to run affairs for the next four years.

A Statement from the NSA said “as a major stakeholder in sports, the GOC has always played a major role in keeping the various federations active, both at the local and international front.

“We believe the elections would be free, fair, and incident-free since sports is all about teamwork and respect for one another. Please accept our best regards, as we pray for a successful election.”

64 delegates are expected to vote to elect executives for the Committee.

PETROLEUM LEVIES IS A “LAZY” OPTION FOR GOVT – CoPEC

The Chamber of Petroleum Consumers has described the government’s proposed 30 pesewas per litre levy under the Energy Sector Levies Act (ESLA) as a lazy approach to addressing challenges, especially within the energy sector.

According to its Executive Secretary, Duncan Amoah, such development is insensitive especially as many Ghanaians and their businesses are still reeling from the impact of COVID-19 and there has already been about 11% hike in fuel prices over the past two months.

“This is quite predictable, but again one would have expected that there would be some sensitivity to the times and the fact that Ghanaians and businesses are still reeling under the COVID-19 effect,” he said in an interview.

Osei Kyei-Mensah-Bonsu, the Minister for Parliamentary Affairs and caretaker Minister for Finance while delivering the 2021 budget statement in Parliament announced the tax proposals on fuel; 10 pesewas per litre for diesel and petrol as Sanitation and Pollution Levy (SPL) and 20 pesewas per litre of petrol and diesel to be used as Energy Sector Recovery Levy to cover charges on the State for excess capacity of power.

“To provide the requisite resources to address these challenges and fund these activities, Government is proposing a Sanitation and Pollution Levy (SPL) of 10 pesewas on the price per litre of petrol/diesel under the Energy Sector Levies Act (ESLA),” the Minister said.

“Mr. Speaker, it has become very necessary for Government to consider a review of the energy sector levies. The Energy Sector Recovery Levy of 20 pesewas per litre on petrol/diesel under the ESLA is hereby submitted to this House for approval,” he added.

But Duncan Amoah has challenged the move, urging the government to consider renegotiating the country’s energy deals and stop the frequent payments for excess capacity rather than levy Ghanaians to take care of those charges.

“It looks like the more we are taxed, the more these debts balloon. Whoever is negligent is never punished, those who are not negligent end up being asked to contribute a lot more. This is becoming a disaster for Ghanaians especially in view of the fact that we have seen these sorts of increments. Within the past two months alone, Ghanaians are already complaining about over 11% fuel price adjustments and yet the best we can do to these people who are already complaining and reeling from COVID-19 pressures is to add an additional 5.7% in statutory taxes to them.

“If you don’t need that excess capacity, go and renegotiate it so that the Ghanaian is not overburdened…. [They must] find ingenious solutions… This is laziness, and it is quite appalling… This is clearly not the way to go,” he said.

Duncan Amoah further urged Parliament not to approve of the new levies.

NLA BOSS ORDERED TO PROCEED ON LEAVE

The President, Nana Addo Dankwa Akufo-Addo has ordered the Director-General of the National Lottery Authority, Mr. Kofi Osei Ameyaw to proceed on retirement.

This was contained in a letter from the Office of the President dated Wednesday, March 10, 2021, and sighted by livingavenuegh.com.

Mr. Osei Ameyaw’s Deputy, Yaw Amoakohene Baafi, also had his appointment terminated by the President.

The letter to Mr. Ameyaw reads: “Upon reaching the compulsory retirement age of sixty years on 20th February 2020, the President of the Republic, by a letter under my hand dated September 3, 2020, granted you a one-year contract of service as Director-General of the National Lottery Authority. The one-year contract lapsed on 20th February 2021, and therefore you are retired on that date”.

The President further asked him to hand over to the Finance Director of the Authority, Mr. Ernest Mortey.

“Accordingly you are directed to hand over to Mr. Ernest Mortey, the Finance Director of the Authority who shall act as the Director-General of the Authority pending the appointment of a substantive Director-General. You are further directed to proceed to collect any terminal benefits or facilities due you under the relevant law.”

The letter addressed to Mr. Yaw Amoakohene Baafi also stated that: “Due to the re-organisation of the Authority, I am to inform you that the President has terminated your appointment with immediate effect. You are directed to proceed to collect your terminal benefits in lieu of notice”.

Both letters were signed by Nana Bediatuo Asante, Secretary to the President

AKUFO-ADDO LACKS CREDIBILITY IN THE FIGHT AGAINST CORRUPTION – GYIMA BOADI

The co-founder and Executive Director of Afrobarometer, Prof. Emmanuel Gyimah-Boadi has questioned President Nana Addo Dankwa Akufo-Addo’s commitment to fighting corruption, following the forced retirement of immediate-past Auditor General, Daniel Yao Domelevo.

Mr. Gyimah-Boadi said the recent development involving Mr. Domelevo only exposes the President’s lack of credibility in fighting corruption.

“As for the President’s credibility in terms of anti-corruption, I am afraid to say it is in tatters. It has been in tatters for a while but this puts a nail in the coffin. I see Domelevo as a victim of well-orchestrated actions by individuals who are [government] officials and by state institutions,” he said.

On March 2, a day before Mr. Domelevo was scheduled to return from his controversial forced leave, the Audit Service Board questioned his nationality and age.

The Board claimed Mr. Domelevo should have retired in 2020 and is Togolese.

The Presidency endorsed the retirement claims of the Audit Service Board and said it considered Mr. Domelevo retired.

Mr. Gyimah-Boadi could not fathom why Domelevo had to suffer such a fate, having demonstrated a keen commitment to ending corruption.

“Mr. Domelevo was exercising proper constitutional and legal oversight and officials and institutions that Mr. Domelevo has sought to hold to account. The man was doing his best to protect the public purse to claim surcharges for improperly spent public funds. One who is trying to fight corruption is one who is being persecuted and hounded out of office,” he said in a soon-to-be-aired interview on The Point of View on Citi TV.

He believes Mr. Domelevo was forced out of office because Ghana has a “presidency that is increasingly looking like it has difficulty working with [heads of] institutions that it has not appointed.”

Apart from Mr. Gyimah-Boadi, the Coalition of Civil Society Organisations (CSOs) Against Corruption has taken on President Akufo-Addo over Domelevo’s forced retirement.

The CSOs say the action is an affront to good governance and the fight against corruption
