MAHAMA FILES FOR A HALT IN ELECTION PETITION HEARING

The 2020 presidential candidate of the National Democratic Congress (NDC) John Mahama is asking the Supreme Court to put all proceedings relating to the Election Petition on hold.

The former president is at the Apex court challenging the 2020 election results.

The court on Wednesday ordered that Mr Mahama’s team files it’s witness statements by close of day on Thursday.

Lead Counsel for the petitioner, Tsatsu Tsikata informed the court they had filed an application urging the court to review its early decision that turned down a request to subject the EC Chairperson to 12 questions.

Mr Mahama’s lawyers have on Thursday morning filed another application.

This time around, they are asking that the court halts all proceedings relating to the case till it determines their review application.

Sources within the legal team tell Joy News they have thus not filed the witness statements as directed by the court.

University of Ghana to Continue online Lectures

The University of Ghana is continuing with online teaching and learning this year, except for some practical, clinical and tutorial programmes.

The decision is to help contain the spread of coronavirus, Professor Nana Aba Appiah Amfo, Pro-Vice-Chancellor, University of Ghana, Academic and Student Affairs, has said.

She said looking at the current population on campus, online teaching and learning would be the best approach for the moment to keep faculty, students and staff considerably safe.

Prof Amfo said this at the ongoing 72nd Annual New Year School and Conference on the theme: “Building Ghana in the Face of Global Health Crises”.

The School is being organised by the School of Continuing and Distance Education, College of Education, University of Ghana, on the theme “Building Ghana in the Face of Global Health Crises.”

The Annual New Year School and Conference since its inception in 1948, has been the flagship programme of the University.

She said the University of Ghana had long been applying the use of technology from admission to graduation; stating that the outbreak of the COVID-19 in March 2020, led to the closure of the University, and further pushed for more online studies.

Prof Amfo said though the University had the Sakai Learning Management System since 2014 and faculty trained on it, it was only a few staff who were using it for teaching.

She said though they were already deploying the learning management system in their distance education programme, they had to engage faculty and students on it again and to reassure the students that it was going to work.

Prof. Amfo said when the online teaching and learning was rolled out last year, the University recorded over 90 per cent participation.

She said about 10 per cent of students could not participate in the online internet programme and that for many of them it had to do with internet connections or the lack of it.

Prof Amfo said they also had students who said they did not have the right technological gadgets to be able to access the online teaching and learning programmes.

She said the University had to make provisions later in the year for such students to come to campus and that when they came, faculty still taught them online and said management would continue to create the best environment for teaching and learning to continue in the University.

ELECTION PETITION: SC SETS JANUARY 26 FOR PETITION HEARING

A seven-member panel of the Supreme Court presided by Justice Kwasi Anin Yeboah has adopted five major issues that the Supreme Court would be considering for the 2020 Presidential election petition.

The apex court after a pre-trial on Wednesday said the Court would be considering issues including whether or not the petition reveals any reasonable course of action.

The court will also be determining whether or not any of the candidates obtained majority votes, to be declared the winner.

Another issue the apex court would be dealing with is whether or not the EC met the provision of Article 63 (3) of the constitution.

The panel said it will also determine whether or not the EC violated a 63 (3) of the constitution and whether or not the allegation of the vote padding if considered, will affect the vote obtained by the winner.

The apex court has also directed the petitioner and his lawyers to file their witness statements by 12 noon on January 21, 2021.

The respondents to also file their processes on January 22, 2021. Should the parties after receiving the processes have any more processes, they should file by January 25.

The hearing at the Supreme Court will commence on January 26, 2021.

JOE BIDEN SWORN INTO OFFICE AS 46TH POTUS

After vowing to uphold and defend the Constitution of the United States, Joe Biden has officially been sworn in as US president.

His oath of office was administered by Supreme Court Justice John Roberts.

Giving his inaugural address, President Biden said “This is America’s Day. This is democracy’s day. A day of history and hope.

“Through a crucible for the ages, America has been tested and it has risen to the challenge. Today we celebrate a triumph not of a candidate but of a cause, a cause of democracy”

“We learned again that democracy is precious. Democracy is fragile and at this moment, my friends, democracy has prevailed,” Biden says.

“Now, on this hallowed ground, where just a few days ago violence sought to shake the Capitol’s very foundation, we come together as one nation, under God, indivisible, to carry out the peaceful transfer of power as we have for more than two centuries.”

He is speaking from the spot that two weeks ago was overrun by a pro-Trump mob as the Capitol was stormed.

DOCTORS AND NURSES CAUGHT IN BABE HARVESTING

Investigations by the Medical and Dental Council and the Economic and Organised Crime Office (EOCO) have led to the arrest of some doctors, nurses and social workers in the illegal act of baby harvesting’ and ‘human trafficking’.

A joint statement revealed that the investigations were carried into the illegal activities between the periods of June to November, 2020.

As a result of these investigations, two medical doctors, two social workers, four nurses, two mothers and one traditional birth attendant have been arrested so far and are on bail pending further investigations.

According to the statement, Dr. Hope Mensah Quashie was arrested On Thursday, December 31, 2020. Dr. Mensah Quashie who works with the 37 Military Hospital was arrested at his private health facility named Susan Clinic located at Lartebiokorshie, a suburb of Accra. He allegedly sold the first baby boy to the team for an amount of Thirty Thousand Ghana Cedis (GHC30,000.00) in October, 2020.

He was arrested with three nurses who worked at his facility namely Sylvia Awuseh, John Adorey Effie and Angela Ametepe. They have been identified as his accomplices together with one Dede Gifty Anikpi, a traditional birth attendant at Bethlehem Maternity Home at Santoe a suburb of Kpone Katamanso, who referred the mother of the first baby to Susan Clinic.

RIGHT TO DREAM ACADEMY PARTNER’S EGYPTIAN INVESTMENT

Ghana’s famous Right To Dream academy and Egyptian billionaire Mohammed Mansour have reached an agreement that will help the iconic football institution expand and recruit more young players to hone their talents for the country.

Man Capital LLP (“Man Capital”), owned by the famous Egyptian family, has formed the new footballing partnership with the Ghanaian outfit to also increase the coaching opportunities to retired former Ghana players to become world-class coaches.

The investment in Right To Dream by Man Capital, the UK-based investment arm of the Egyptian Mansour Group, a family-owned global conglomerate, is being made through Man Sports, a new entity established for the partnership, and will see investment designated to expand the activities of the Right To Dream academy in Ghana.

As the birthplace of the Right To Dream academy, the partnership will invest in ensuring its tradition of innovation and supporting children’s dreams across the country through football continues.

The academy in Ghana will also continue to develop some of the best youth players in the country and focus on discovering many talents and developing high-performance athletes with a focus on education.

In addition, the investment will enable the Ghanaian brand to be exported abroad, seeing the ‘Kanea’ star shining brightly in Egypt through the launch of a new Right To Dream academy for boys and girls in West Cairo, replicating the successful academies in Ghana and Denmark.

The investment will also support the creation of a new pro women’s team to be formed in Egypt shortly after the academy launches, expansion of the women’s and girl’s programmes across the organisation, also including the establishment of a professional women’s team in Ghana in the next 5 years, and the exploration of UK opportunities at club and academy level.

Under the terms of the partnership, Man Sports will assume majority control of Right to Dream with Tom Vernon remaining the other significant shareholder. Mr Mohamed Mansour, the Founder and Chairman of Man Capital, becomes Chairman of the Board of Right To Dream, while his son, Mr Loutfy Mansour, the CEO of Man Capital, becomes a Board member.

COVID-19: 6 NEW DEATHS AS INFECTION RATE INCREASES

Six more person have died as the novel coronavirus as the country records another grim milestones as far as case management is concerned.

This brings the death toll to 358 as the number of active cases crossed the 2000 mark for the second time since the outbreak hit the country, according to the Ghana Health Service (GHS).

The detection of 366 new infections takes the total number of active cases to 2,174 as of January 16, 2021.

GHS data further indicate that 36 patients are currently in at a critical stage with 98 others in severe conditions.

Out of a cumulative total of 58,431 confirmed cases, 55,899 have either recovered or been discharged.

AKUFO-ADDO TO REDUCE MINISTRIES TO 29

President Nana Addo Dankwa Akufo-Addo has reduced the number of ministries in his second term to 29, from 36.

A report by the state-owned newspaper, Daily Graphic, states that the number of ministers, deputy ministers and regional ministers to be appointed will not exceed 85.

“The list of qualified Ghanaians who will serve as ministers and deputy ministers in President Akufo-Addo’s second term will be released this week as soon as Parliament constitutes its Appointments Committee.

“The Director of Communications at the Presidency, Eugene Arhin, told the Daily Graphic in Accra Tuesday [Jan 19, 2021] that the list, which would be printed on green sheets in the form of a statement, would contain a mixture of both old and new ministers, but the number would certainly not go beyond 85, as against the 126 in the first term,” the report reads.

Arhin added that the list would exclude former MPs who were appointed ministers or deputy ministers but who could not secure re-election in the 2020 parliamentary elections.

He said those people had automatically lost the opportunity to be appointed again to any ministerial position.

“This means that over 40 ministers and deputy ministers in the first Akufo-Addo administration who lost their parliamentary seats will not find themselves in the new government.”

Meanwhile, the president has made new acting appointments to his office for his second term who shall “undertake their duties in acting capacities, subject to consultation with the yet-to-be constituted Council of State”.

The latest appointment by the president was announced in a press release signed by Eugene Arhin, who has been retained as Director of Communications.

The list has some of the old appointees in the president’s first term retaining their positions with some new faces brought on board.

Akosua Frema Osei-Opare will still be the Chief of Staff; Nana Bediatuo Asante, Secretary to the President; and Brigadier-General Emmanuel Okyere, National Security Advisor still hold their old portfolios.

Saratu Atta will also stay as Personal Assistant to the President.

Lord Commey continues in his former role as Director of Operations.

Mercy Debrah-Karikari also retains her position as Secretary to the Cabinet.

Under new appointments, Dr. Isaac Owusu-Mensah will be replacing the late Victor Newman as Director of Research.

Emmanuel Adumua-Bossman (a.k.a Carlos von Brazi) and Fawaz Aliu have been appointed as new Deputy Chiefs of Staff to replace Samuel Abu Jinapor and Francis Asenso-Aboagye who have been elected Members of Parliament.

Other new appointees are Kow Essuman, Legal Counsel to the President; Michael Ofori-Atta, Director for ECOWAS and Regional Integration and Sam Ellis, Director of Personnel

APPOINTMENT AND BUSINESS COMMITTEES OF PARLIAMENT TO HAVE EQUAL MEMBERSHIP

There is expected to be equal representation for the Majority and Minority on the Appointments and Business Committees of Parliament, according to proposals from Parliament’s Selection Committee.

It has put forth 25 persons to constitute the Appointments Committee subject to debate on the Floor of Parliament.

A 26th member will by default be the Joe Osei-Owusu, whose position as First Deputy Speaker means he will chair the committee.

The membership of the committee reveals an even split between the Majority and Minority on the committee.

Mr. Osei-Owusu’s deputy will be the Deputy Majority Leader, Alexander Afenyo-Markin, if the list is approved.

The Minority Leader, Haruna Iddrisu, will serve as a ranking member on the committee with the Minority Chief Whip, Muntaka Mubarak, serving as his deputy.

The selections committee in its report recommended that the Standing Orders of Parliament be reviewed in earnest “in view of the fact that the revision would have numerical consequences on the composition of the various committees of the House.”

But because of the need to facilitate the business in the House and that of Government, the Committee proposed the membership of the Business Committee and Appointments Committee.

It wants the two Committees to work in the interim pending the passage of the reviewed Standing Orders that take into account the ratio of 138:137 for the Majority and Minority in Parliament.

The Bussiness committee will have 10 members a piece for the Majority and Minority.

It will be chaired by the Majority Leader, Osei Kyei-Mensah-Bonsu with his vice-chair being Mr. Afenyo-Markin.

The Ranking members will be Mr. Iddrisu and the Deputy Majority Leader, James Avedzi.
