A CALL FOR JUBILATION IRRESPONSIBLE – GOVT

The government has described as irresponsible calls by the opposition National Democratic Congress that its members should pour out and jubilate over the results of 2020 polls.

Former President Mahama in a terse address Tuesday night said the NDC won the elections and will not allow “anyone to steal the ballot”.

Mr. Mahama also reiterated the party’s claim that they have won the majority in parliament.

However reacting to the claim, Information Minister Kojo Oppong Nkrumah said the utterances of the former President are unfortunate.

A claim by Mr Mahama that his party has won parliamentary majority is false. So it is important that this claim is shot down now. The figure the electoral commission is putting out is very clear and we want everyone and the international community to take note of it,” the Ofoase Ayirebi MP said.

He stressed: “It is must be said that it is utterly irresponsible for Mr Mahama to ask his supporters to get out there and jubilate. That is contrary to the Peace Pact that was signed by Presidential candidates before the elections. So his actions go against what he himself signed on to as a candidate”.

 

POLICE DISCLAIMS KILLING A BALLOT BOX SNATCHER

The Police has denied media reports that a man has been shot at Awutu Senya West for attempting to snatch a ballot box.

” For now we have not picked such Information. There was an incident but it wasn’t a gunshot and so we are still investigating,” Central regional Police PRO DSP Irene Oppong told GHone TV.

Media reports suggested the suspect was killed while attempting to whisk away the ballot while sorting was underway.

The incident occurred at the Awutu Obrakyere D.a while sorting of ballots was about to begin in the polling centre.

It’s unclear the political affiliation of the suspect who was in the company of four others.

Earlier, two people sustained gunshot wounds at the Church of Christ Polling station at Kasoa in the Awutu Senya East constituency in the Central region.

Reports indicate that the perpetrators of the crime were in a Black Toyota Land Cruiser who opened fire on a Kia Salon car that was driving out of the polling station.

According to Starr News’ Ibrahim Alhassan, the two people who were injured included an NDC polling agent and a journalist. They have been rushed to a nearby hospital for treatment.

It is not known who the perpetrators are as no party colours were embossed on the vehicle.

Alhassan reports that the journalist was in the company of the NDC parliamentary candidate when the perpetrators opened fire on them. The journalist was reportedly injured in the stomach.

The incident comes months after another shooting at the same polling station by the incumbent MP Mavis Hawa Koomson during the voter registration exercise.

JOHN DUMELO HOPEFUL FOR ELECTORAL VICTORY

The National Democratic Congress’ parliamentary candidate in the Ayawaso West Wuogon constituency, Mr John Dumelo, says he is “in pole position to win” the seat.

The actor-turned-politician, however, indicated that the team awaits the Electoral Commission’s official declaration to crown his victory.

The Ayawaso West Wuogon constituency has been one of the highly-anticipated spots in the 2020 general elections.

Mr Dumelo is contesting the incumbent Member of Parliament, Lydia Seyram Alhassan.

While Ms Alhassan has told the media in interviews that she has retained the seat, Mr Dumelo remains optimistic of unseating her.

“We’re still waiting for the Electoral Commission to declare the final results. By the projection, I am in pole position to win when the results are verified by the EC,” Mr Dumelo posted on Twitter Tuesday, 8 December 2020.

END POVERTY AMONGST COCOA FARMERSBY CHANGING THE SYSTERM – COCOA BAROMETER 2020

A new report released by the Cocoa Barometer analyzing trends within the cocoa sector has highlighted the need for government and industry stakeholders as well as farmers and civil society organizations, to outline policies to end deforestation and human rights abuses within the cocoa supply chain.

According to the report dubbed, ‘Cocoa Barometer 2020’, after two decades of failed interventions across the cocoa sector, cocoa farming communities are still battling the effects of poverty, child labor and deforestation thus the urgent need for regulation to change the system.

Recognizing that bad farming is not the problem, but rather a symptom of a deeply unfair system, the report advocates for systems change and regulation that creates an enabling environment.

“Current forms of certification and farm-based standards increase pressure on farmers: instead, we need laws that hold the powerful accountable, rather than systems that demand farmers to solve systemic issues. Compliance criteria are imbalanced and need restructuring so that companies are held accountable for due diligence systems.”

The report also called for effective partnerships between producer and consumer countries to cocoa poverty.

“We need partnership agreements between producer and consumer countries that facilitate and finance system change, ensuring the right policies are in place. Processes that set partnerships in motion should be inclusive and deliberative, ensuring that civil society and farmer groups have a respected voice at decision-making tables,” it added.

The 2020 Cocoa Barometer report also calls for a fair price for farmers as “the single biggest positive impact for farmers and incentive for farming sustainably is delivering a fair price for the cocoa they produce. Cocoa and chocolate companies must find ways to redistribute value along the supply chain so that farmers are guaranteed a living income.”

NPP IS IN “COMFORTABLE LEAD” – NPP GEN. SECRETARY

The New Patriotic Party (NPP) says its independent collation of the election projects a 52.87% win for President Nana Akufo-Addo while the National Democratic Congress’ (NDC) flagbearer, John Dramani Mahama is trailing behind with 49.3% of the national votes.

At an earlier press conference, the NDC’s Director of Elections, Elvis Afriyie-Ankrah, insisted that its independent collation of results show that the stakes are high for the party’s flagbearer and parliamentary candidates.

Responding to such claims, the General Secretary of the NPP, John Boadu said Akufo-Addo is going to have a walkover in the presidential race.

“We are happy to announce that from the results we have so far collated and vetted in our situation room in Accra from the scanned pink sheets we received from 34,000 polling stations nationwide, President Akufo-Addo is in an incontestable win. This represents 87.43% of all polling stations…This puts the NPP candidate, Nana Addo Dankwa Akufo-Addo in the lead with 6,085,708 representing 52.87%. John Maham is number two with over 5 million votes representing 49.3%.”

“We can confidently say that Nana Akufo-Addo has polled an incontestable margin against John Mahama, but we will wait as responsible citizens for the EC to declare the final results,” John Boadu added.

“We call on all well-meaning Ghanaians to exercise patience as we wait for the EC. We are confident of a second term in office and a majority in parliament.”

Meanwhile, the NPP has rejected claims by the NDC’s Director of Elections, Elvis Afriyie-Ankrah that his party has flipped 36 parliamentary seats occupied by the governing party.

DONT BE QUICK TO ANNOUNCE ELECTION RESULTS – EC CHAIR TO POLITICAL PARTIES

Jean Mensa – The Chairperson of the Electoral Commission (EC), has called on political parties to move away from prematurely declaring election results during the 2020 polls.

She said with the Commission intends to declare the certified results within record time, all stakeholders including political parties must be patient for the commission to do its work.

She made this known during a presser on Sunday emphasized that the EC is the only institution that has the power to declare results hence all stakeholders must defer their interests in declaring election results ahead of time to the Commission.

She further urged political parties to remain patient and allow the Commission to do its work.

“By law, the Electoral Commission is the only body or institution clothed with power and authority to declare presidential and parliamentary results. I, therefore, caution all stakeholders particularly political parties to desist from declaring results. We have indicated our intention to declare the final certified results in a timely manner, and we will do so with God being our helper. We, therefore, called on all our stakeholders to remain patient and leave the Electoral Commission to perform its functions,” she said.

Jean Mensa said while there is no punishment for persons or groups who go ahead of the EC to declare results, the public, especially the media must publicly condemn any such person or group, stressing that such conduct could lead to chaos in the country.

“There is no punishment [but] we entreat the public to disregard any such announcement because nobody has the power [to declare results]. Also, the public should condemn parties that fall foul of the law,” she added.

For various reasons, previous elections in Ghana have seen political parties declaring results they gather and claim to be authentic ahead of the official declaration of the election management body.

ELECTION 2020 IS FINALLY HERE

Today, December 7, 2020 is the election day in Ghana. A total of 17,027,655 registered voters are expected to cast their ballot at about 33,367 polling stations across the country.

According to the Electoral Commission (EC), voting will commence at 7 am and end at 5 pm on election day.

In all, 12 candidates are on the ballot seeking to be elected as President of Ghana.

They are; Nana Addo Dankwa Akufo-Addo (NPP), John Dramani Mahama (NDC), Christian Kwabena Andrews (GUM), Ivor Kobina Greenstreet (CPP), Akua Donkor (GFP), Henry Herbert Lartey (GCPP), Hassan Ayariga (APC), Percival Kofi Akpaloo (LPG), David Asibi Ayindenaba Apasera (PNC), Brigitte Akosua Dzogbenuku (PPP), Nana Konadu Agyeman Rawlings (NDP) and Alfred Kwame Asiedu Walker, (Independent Candidate).

COCOBOD CONSIDERING MASS STUFF LAYOFF DUE TO DECLINING COCOA PRODUCTION

A management member, who wants to remain anonymous for now, explained that with the decline in production, there cannot be a turnaround in the organization’s administrative cost overrun if COCOBOD maintains the huge numbers of staff employed across the board.

This development has put COCOBOD’S Management in a difficult position as they defer the decision being mindful of the political repercussions, especially with the 2020 general elections in focus.

Staff who have gotten wind of the impending layoff are worried and agitating quietly especially those who have spent over five years at COCOBOD as our sources say they would be targeted for the layoff.

COCOBOD’S permanent staff strength is about 12,574 in addition to contract staff who are over 14,758. The majority of the contract staff have been engaged as spraying gangs, hand pollinators, disease spotters, among others.

Meanwhile, sources say some of the staff who may survive the massive lay off at COCOBOD would be shipped to the Ministry of Food and Agriculture (MoFA) as was done under former President Kufuor’s regime to streamline its operations to save it from financial collapse. This exercise is not farfetched but the only immediate challenge is the current political climate.

A few months ago, Bloomberg reported that COCOBOD is having a hard time paying the debt owed purchasing agents after the coronavirus pandemic slowed exports and sales.

Also, it is not clear when production in the country will peak as the current situation appears to have been compounded by the deadly coronavirus pandemic.

Moreover, a Reuters poll of London cocoa futures in August forecast that cocoa would cost 10% less at the end of the year, because of rising production and a hit to demand from the coronavirus crisis.

COCOBOD is said to be overstaffed now because the current administration at COCOBOD was compelled to employ more persons affiliated with the governing party when it came to power. This distorted the ongoing restructuring at COCOBOD under Dr. Stephen Opuni’s regime aimed at ultimately increasing cocoa production.

Ghana’s cocoa production has been declining in recent years after picking up in the 2016/17 crop season. The country recorded 969,511 metric tonnes in 2016/17 but fell to 904,740 in 2018 and 811,606 in 2019.

Meanwhile, COCOBOD has received approval from parliament for US$1.3 billion dollars for the purchase of estimated 900,000 tonnes of cocoa beans for the 2020/21 crop season.

It is instructive to note, a management member pointed out, under the erstwhile National Democratic Congress (NDC) administration, COCOBOD supported cocoa production with the supply of free seedlings, free fertilizers, and chemicals to farmers, among other notable interventions.

The source commended Dr. Opuni for presiding over meritorious staff training, promotion, and benefits including but not limited to staff housing projects and massive disbursement of car loans.

Upon assumption of office, the NPP-led COCOBOD’S management under Joseph Aidoo Boahen championed a new course which included replacing the free fertilizers distribution regime with a subsidy. Today, farmers buy fertilizers at ¢80.

This according to sources is of major concern to farmers and they are very much unhappy about it. The farmers are agitating for a return to the free fertilizer distribution regime as was done under the erstwhile NDC administration.

Hand pollination exercise.

It is emerging that COCOBOD’S much-touted hand pollination exercise failed to yield the expected results and it is dawning on key industry players that millions of cedis in investments have been wasted in the light of declining cocoa production. COCOBOD is in a financial crisis growing from financial imbalance grounded in unsustainable financial management and control.

Some staff fears COCOBOD could suffer the same fate as it happened to some banks during the financial sector crisis.

GOV’T WOULD NOT NEGOTIATE WITH CRIMINAL SEPERATIST GROUP – M.BAWUMIA

Vice President Bawumia says government of Ghana will not negotiate with the Western Togoland group.

A security analyst Colonel Festus Aboagye (Rtd) had urged the government to negotiate with leaders of secessionists’ group as he believes an engagement between the two entities is critical in preventing the seeming growth of recalcitrant acts perpetrated in the Volta Region over the past week, from escalating.

His call came after a group of persons believed to be members of Western Togoland separatist movement Monday down attacked the State Transport Corporation (STC) in the Volta regional capital of Ho.

In this latest attack allegedly carried out by the group which follows an earlier attack on some state institutions and police stations including mounting of roadblocks on Friday 25th September 2020, some drivers in the yard were beaten while two vehicles belonging to the company were set ablaze.

The vehicles including a 14-seater bus with registration number, GG-4054-19 was burnt totally while the second one GG-1737-19 had parts of it burnt.

Commenting on the issue in an interview on Asempa FM on Wednesday, Vice President Dr. Mahamudu Bawumia stated that it will be senseless on the part of the government to engage the separatists.

“Negotiate with who, these criminals…on what basis? It doesn’t make sense. If so then we’ll be open to many things, tomorrow you’ll go somewhere and some group will get up and say the northern territory has to also be somewhere else. What we need is intelligence and we’ll try to deal with this.”

CABINET HAS APPROVED FISHERIES CO-MANAGEMENT POLICY – MINISTER

Fisheries Minister Elizabeth Afoley Quaye says Cabinet has approved the Fisheries Co-Management Policy which seeks to enhance the current consultative approach to fisheries management by transitioning from a more top-down consultative management framework to an approach that will promote a shared responsibility among government, resource users and other stakeholders.

Addressing the media in Accra today, the Hon. Afoley Quaye said the Co-Management Policy is one of the most effective and efficient strategies for managing resources including fisheries resources through a shared responsibility among government, resource users and other key stakeholders.

It must be noted that, the operationalization of this policy would allow fishermen, the chief fishermen, and the chiefs and elders of the communities to assist government’s officials at the Fisheries Commission (FC) to codify local laws and to enforce the fishing laws, especially within the fishing communities. The District Assemblies would also be engaged to pass some by-laws to help fight the illegalities in the fishing sector as well as protect the fisheries resources like mangroves, estuaries, closed seasons and fishing holidays.

The minister further mentioned that, the Canoe Identification Card (CIC) which was launched on 10th December, 2019 at Keta is being implemented in the marine artisanal sub-sector to facilitate the identification of canoe owners.

“This will enhance the regulation and access to fisheries resources, provide recognition and legitimacy to canoe owners as well as assist in the provision of Government support “.

On Fisheries Law Enforcement, the Minister said her outfit has intensified observer activities on industrial vessels as part of measures to ensure enforcement and compliance with the Fisheries Laws and Regulations.  She said the number of observer missions in 2019 increased from 335 in 2018 to 550 in 2019. She added that, the Vessel Electronic Monitoring Systems made up of Vessel Monitoring Systems (VMS) and Automatic Identification Systems (AIS) continue to operate on all Ghanaian and Foreign Flagged Fishing Vessels

“The Ministry also intensified community sensitization and education on the need to adhere to the Fisheries Laws and Regulations,” she said.
