Supplementary budget proves the Recklessness and Deception by economic managers – Fifi Kwetey

The Member of Parliament for Ketu South, Fifi Fiavi Kwetey has criticized the government over the 2020 mid-year budget review presented to Parliament on Thursday.

Mr. Kwetey is strongly convinced that the government’s attempts to attribute the recessionary state of the economy to the impact of the COVID-19 is inexcusable.

Speaking on The Big Issue, he said the monies being spent and the request for more estimates by the Akufo-Addo-led administration is indicative that the government is failing to admit treading on dangerous economic grounds.

It is unfortunate that our friends are hiding under the guise of COVID-19 to show amazing levels of recklessness and also engaging in plain deception of the people. To even make it worse, they are refusing to make a proper account of monies that have been given to them by the people of Ghana. COVID-19 is real, but to create the impression that it is because of the virus that is why your growth level has reached such calamitous level of 0.9% as if all other countries around us are not facing COVID-19, that even tells you the level of dubiety of our friends.”

Government projections for the 2020 financial year have largely been affected by the economic implications of the Coronavirus pandemic, but it hopes to restrategize to generate more revenue to revamp the economy.

Earlier this year, the Finance Minister announced that the government will require some GHS9.5 billion to fight the COVID-19 pandemic, a situation which may move the 2020 budget deficit to over seven percent.

However, at the mid-year budget presentation in Parliament on Thursday, July 23, 2020, Mr. Ofori-Atta requested a supplementary budget of GHS11. 8 billion to support the government’s expenditure for the rest of the year 2020.

This he said would assist the government in implementing various initiatives to strengthen various sectors of the economy due to the revenue shortfalls and budget deficit created by the impact of the Coronavirus pandemic.

Mr. Kwetey said the government’s use of GHS11 billion as COVID-19 expenses is outrageous.

According to him, the amount is more than the total debt stock Ghana from independence to 2009 and 10 percent more the stock from 2009 to 2016 used for other projects in the country.

He was worried over what he said was the government’s failure to even provide accounts of the components of the expenditure.

All the claims of superiority and better managing the economy than the NDC, the numbers are now showing that they actually don’t know how to manage the economy as they claim. They have run to the IMF when others have not. Now the chicken has come home to roost. Others have faced COVID-19 but they have not rushed to IMF. They have boasted of how resilient the economy was but three weeks of lockdown, they had to lift it because they couldn’t simply sustain it. They have rushed to the IMF. They are just taking advantage of COVID-19 to simply engage in recklessness. How do you now tell the country that because of the pandemic you now have COVID-19 related expenditure of 11.1 billion?”

 

PROF. JANE TO BE UNVEILED AS NDC RUNNING MATE

Flagbearer of the opposition National Democratic Congress (NDC) John Dramani Mahama is set to formally outdoor, running mate Professor Jane Naana Opoku-Agyemang on Monday, July 27.

In a press release sighted by Newshubgh.com and signed by the Campaign spokesperson for the party James Agyenim-Boateng, the occasion is to allow Professor Opoku-Agyemang to share her policy statement as a running mate.

“Professor Opoku-Agyemang, a distinguished and respected academic, becomes the first female Running Mate on the ticket of a major political party in Ghana.

“SHE IS ALSO THE FIRST FEMALE VICE-CHANCELLOR OF A PUBLIC UNIVERSITY IN THE COUNTRY AND THE IMMEDIATE PAST MINISTER FOR EDUCATION. SHE IS CREDITED WITH PURSUING A HEALTHY MIX OF INNOVATIVE POLICY INITIATIVES, QUALITY OUTCOMES, AND MASSIVE INFRASTRUCTURAL DEVELOPMENT DURING HER TENURE AS MINISTER FOR EDUCATION,” PART OF THE PRESS RELEASE READ.

The statement further stated that in accordance with Covid-19 protocols, “about one hundred (100) people drawn from a wide array of groupings are expected to attend the ceremony”

It also urged members and supporters of the NDC and the general public to follow the live radio and television broadcast which will take place on all networks across the country from 6:45 pm, on Monday.

KWEKU BAAKO CONDEMNS HAWA KOOMSON’S ACTION

The editor-in-chief of the New Crusading Guide newspaper, Kweku Baako says MP for Awutu Senya East, Hawa Koomson firing a warning shot at a registration center was avoidable and inexcusable.

Speaking on Newsfile, he stated that the electoral area has a history of violence, hence, it is surprising that an MP and a Minister of State would approach the ‘hotspot’ without a security detail.

“In a place that is a hotspot, making prior arrangements and going there with your bodyguards and some extra protection if necessary makes sense and nobody can contest that.”

But, to assume that in this kind of situation you could go there alone and protect yourself in the name of self-defense is a poor judgment.”

Kweku Baako explained that Hawa Koomson should have made sure the area was being policed, according to the law, after she was fed with information that there were some illegalities going on at the center.

“I want to be very blunt. What happened relative to the conduct of a Member of Parliament and Minister of state in my candid opinion was avoidable and an inexcusable gaffe,” he stated.

 

SP finger’s Mahama as GO 1 in 5 million airbus deal

John Mahama has been identified by the Special Prosecutor – Martin A. Amidu,as the mysterious individual named in the £5 million Airbus scandal only as Government Official 1.

He said in his Office’s investigations of the scandal, he found that a former president is related in “full-blood” to one Samuel Adam Forster Mahama who played a role in the Airbus bribery scandal.

The International Criminal Police Organisation (Interpol) has issued a Red Notice for the British-based man also known as Samuel Adam Mahama for allegedly accepting a bribe to influence a public officer.

Mr. Adam Mahama – a relative of JD Mahama, acted in collaboration with a public officer for the public officer’s private gain in the purchase of the aircraft for the army.

Mr. Amidu is has sought the help of the Foreign Ministry to facilitate get Mr. Adam Mahama in Ghana on a flight evacuating stranded Ghanaians in the UK.

Explaining the reasons for the undertaking, Mr. Martin Amidu who signed the letter stated that, “amongst other reasons for the letter to the said Ministry, the Samuel Adam Mahama’s elder brother of full blood who without a doubt and the evidence available to this Office answers to the description of the elected Government Official 1 allegedly granted a denial interview to the Daily Graphic which published same on June 20, 2020, fortunately containing suspected admissions that he is the elected Government Official 1 referred to in the UK judgment.

“Serving appointees of this government have been unable to obtain the voice recording of this interview to enable the Office to confront the former president with his own admissions in the interview as answering to the description to the brother of Samuel Adam Mahama as Intermediary 5.”

According to the Special Prosecutor, this information notwithstanding, his Office and his person has been attacked. However, he is bet on serving the nation.

 

Atta-Mills is a man of Peace, I’ll continue that Legacy – Mahama

Flagbearer of the opposition National Democratic Congress (NDC), John Dramani Mahama, has pledged to restore to Ghanaians the peace, unity and tranquillity that has eluded them under the leadership of the President, Nana Akufo-Addo and the New Patriotic Party (NPP) government.

According to the former President, under the late President Mills, there was peace and unity among Ghanaians which promoted development.

He further bemoaned how violence has now taken over and said he will commit to bring back that peace if voted into power in December 2020.

He was speaking at a wreath-laying ceremony that was held in memory of the late former President John Evans Atta Mills at the Asomdwe Park in Accra on Friday.

“Today Ghanaians are crying for a nation where there will be justice for all, irrespective of your political affiliation or your ethnic origin. Today Ghanaians are crying for a nation where all of us will be considered as citizens united in our diversity. Today Ghanaians are crying for a nation where shall be equal before the law. May God grant us this peace and unity. I stand today before the tomb that holds the mortal remain of the prince of peace and I pledge that I will continue his fight for the peace of his country.”

“May this anniversary of his death be a turning point in the fortunes of our nation. May his peace and grace guide us as a nation. May his peace and grace, guide us as a party to the victory we so desire in the elections of December 2020 so that we shall restore to this country the peace and unity we once enjoyed,” he stated.

Prof. Atta Mills died on July 24, 2012, while serving as President of Ghana.

He passed on at the 37 Military Hospital three days after his birthday. He would have been 76-years-old on July 21, 2020.

John Mahama, then a Vice President took over as flagbearer for the NDC and won the elections that year.

Since Atta Mills’ demise, the NDC and his family have held public lectures to honour him, but this year’s event was called off following the outbreak of the coronavirus and its attendant restrictions on public gatherings.

Many sympathizers, including former president Jerry John Rawlings, attended the ceremony to pay their respects to the late President.

 

Awutu Senya East: Police Invites Hawa Koomson for Interrogation

The Awutu Senya East Constituency MP, Mavis Hawa Koomson has been arrested by police in the Central Region.

This follows a misunderstanding at a voters’ registration centre in Kasoa on Monday, which resulted in the Special Development Initiatives Minister firing a gun.

Livingavenuegh.com checks at the Regional Police Headquarters suggests that Hawa Koomson is currently being interrogated by CID investigators.

Meanwhile, some four suspects who were also arrested in connection with the disturbance have been granted bail.

A Cape Coast Circuit Court presided by Dorinda Smith Arthur granted them bail to the tune of ¢30,000 each with two sureties for which one must be a government worker whose net salary is ¢2000.

Kajetia vs Makola TV Series: Lawyer Nti explains reasons for his exit

Undoubtedly one of the humourous characters of hit television series  Kejetia Vs Makola, Richmond Xavier Amoakoh popularly known as Lawyer Nti has broken his silence over his exit from the TV series.

The actor, writer and director who until recently had been with Leizer Legacy productions for years in a new interview on BTM Afrika has revealed he never left because of greediness, anger or inability to meet his incessant requests as been speculated.

According to Lawyer Nti, he left because it was time for him to move on.

“There comes a time along the journey when you get the opportunity to move on and explore other avenues, it’s a part of the journey.  I initially worked with an advertising agency before moving to Leizer Legacy and it’s just a similar situation moving on.”

He denied making unreasonable demands from the producers of the TV series.

“I obviously couldn’t be bigger than the production company to warrant making outrageous demands. I wonder where those speculations are coming from,” he said.

Kantanka Group granted operational License

The highly-anticipated Kantanka range of vehicles, built by Ghanaian inventor, Safo Kantanka, is set to soon get on the market after the Group has been formally granted a license to continue its auto assembly operations in Ghana.

Ken Ofori-Atta made this known while presenting the 2020 Mid-Year Budget Review to Parliament on Thursday, July 23, 2020.

In addition, Mr. Ofori-Atta said Kantanka Automobile will also benefit from incentives under the Ghana Automotive Manufacturing Development Policy.

An indigenous Ghanaian company, the Kantanka Group, has been formally granted a license to continue its auto assembly operations in Ghana and to benefit from incentives under the Ghana Automotive Manufacturing Development Policy”.

“In March 2020, the Volkswagen Group rolled out the first VW locally assembled vehicle. VW Ghana is currently producing six different brands of vehicles, namely Tiguan, Teramont, Amarok, Passat, Polo, and Caddy. Both the Toyota and Nissan Groups are also positioned to establish assemble operations before the end of the year. Sinotruk, a leading global manufacturer of Heavy Duty Trucks is also assembling a variety of trucks in Ghana through Zonda Tec Ghana Limited,” he said.

In order to support these new major developments, Mr Ofori-Atta said the government will establish an Automobile Industry Development Centre which will, among other things, coordinate the technical processes for licensing vehicle assemblers and manufacturers and monitor their compliance with industry regulations and standards.

Supplementary Budget “Hopeless” – Minority

The Minority in Parliament has tagged the mid-year review and supplementary budget statement as hopeless.

Ken Ofori-Atta in his presentation announced measures aimed at stimulating the country’s economy in the midst of Covid-19.

The minister announced a reduction in Communication Service Tax from 9% to 5%.  An insurance package for job losses due to the pandemic has also been announced. Again, the Government has also extended free water and electricity to all Ghanaians for another three months. In the coming weeks, the President is expected to launch a GHc100 billion Covid-19 development program for 2021 to 2023 which is targeted at supporting businesses that may have suffered from the coronavirus pandemic.

But in a reaction, the NDC MPs accused the minister of presenting NPP’s 2021 manifesto under the guise of a mid-year budget review.

Bolgatanga Central MP Isaac Adongo said the entire presentation by the Finance Minister was very disappointing and a clever attempt by the government to steal huge sums of money from the state.

“When you put the finances in the hands of people who are clever thieves that is what you see today. I felt very sad sitting there and listening to the minister and with my professional eyes, seeing the attempts to plunder away and steal our national resources and finding a way to cover for it.”

“How on earth can you be coming for 11.8 billion and you don’t know what you are going to use it for. He is now going to sleep over it and think about the lie that he will come and tell the Finance committee but as at the time he was coming here today he only had an expenditure of 5.3 billion but the minister is asking for 11. 8 billion cedis,” He quizzed.

Gov’t Seeks Ghc 11.8 billion as supplementary budget

The Minister of Finance, Ken Ofori-Atta, has made a request from the government to parliament for a supplementary budget of GHS11. 8 billion to support the government’s expenditure for the rest of the year 2020.

COVID-19 has affected Government projections for the 2020 financial year making the government unable to meet its economic obligations, but it hopes to restrategize to generate more revenue to revamp the economy.

Earlier in the year, the Finance Minister announced that about GhC9. 5 billion would be required by the government will require to fight the COVID-19 pandemic, a situation that may move the 2020 budget deficit to about more than 7%.

This development will constitute 2.5% of the Country’s revised GDP resulting in a fiscal gap of GHS11.4 billion.

But at the mid-year budget presentation in Parliament on Thursday, July 23, 2020, Mr. Ofori-Atta said the supplementary budget is to assist the government to implement various initiatives to strengthen various sectors of the economy due to the revenue shortfalls and budget deficit created by the impact of the Coronavirus pandemic.

“Mr. Speaker, this Mid-Year Fiscal Policy Review and its programs draw us closer to our collective aspirations. Whilst this pandemic requires us to exceed the limits imposed by the FRA, Act, 982, we have had to make these major expenditures to protect the lives and livelihoods of Ghanaians and sustain businesses. We, therefore, request a supplementary budget of GH¢11,896,477,566.00 to enable us to continue this extraordinary task”, he requested.

According to him, Ghana has been hit with a double shock: a health pandemic and a global economic recession and this he says has resulted in a revenue shortfall of GH¢13.6 billion and unanticipated but necessary expenditures of approximately GH¢11.7 billion.

This, therefore, leaves the country with a projected fiscal deficit of 11.4% of GDP, a figure which is above the 5% limit as stated in the Fiscal Responsibility Act, 2018 (Act 982).

He further explained that “the overall fiscal deficit will increase from the programmed GHȼ18.9 billion to GHȼ30.2 billion, which will be 7.8 percent of revised GDP.”
