NMC Prevents Communication Minister from Reducing GBC and Crystal TV Channels

The National Media Commission has prevented the Ministry of Communications from limiting the channels of the Ghana Broadcasting Corporation (GBC) and Crystal TV on Ghana’s Digital Terrestrial Television platform.

According to the NMC, the directive usurps its mandate, hence cannot be approved.

The NMC also explained that the directive will breach provisions of the country’s constitution if it is allowed.

“The Commission wishes to state clearly that the directive given to GBC and Crystal TV by the Minister for Communications purports to usurp the constitutional mandate and authority of the National Media Commission and same cannot be obliged under our current constitutional dispensation,”

NMC said in a statement signed by its Chairman, Yaw Boadu-Ayeboafo, and sighted by Livingavenuegh.com 

It is the view of the Commission that any action by any entity which culminates into limiting or depriving the media of the use of public resources, legitimately allocated to them undermines their capacity to serve the nation as anticipated by the Constitution.”

It would be recalled that the Minister for Communication, Ursula Owusu-Ekuful in a June 26 letter directed GBC to reduce its channels from six to three.

In a separate letter, she ordered Crystal TV to also limit its three channels on the DTT platform which was to be done by both media houses within 60 days for compliance.

Mrs. Owusu-Ekuful defended the order, noting that it had become unsustainable for the government to be covering the cost of GBC’s channels on the National Digital Terrestrial Television platform.

Unhappy with the directive, both media houses petitioned the National Media Commission to intervene.

GFA SECURES A GHC1.60 M FOOTBALL PARTNERSHIP DEAL

The Ghana Football Association (GFA) has signed an agreement with kits and football manufacturer Macron as the Official Match ball partner/sponsor.

The deal, valued at One Million Six Hundred Thousand Ghana Cedis (GH¢1.6m) is for the next three seasons.

“Macron will be the official Match Ball partner for three of our products, i.e. Ghana Premier League, MTN FA Cup and the National Division One League.”

Macron will supply the GFA a total of Five Thousand (5,000) pieces of footballs and One Thousand and Five Hundred (1,500) pieces of bibs every season.

The deal will help the GFA and clubs cut cost as allocation for football and bibs will be taken care of.

Registration Centers not for Conflict resolution – EC Chair

The Electoral Commission (EC) has cautioned politicians who visit registration centres to “resolve issues” to desist from such practices.

At a press conference on Wednesday, July 22, 2020, it urged aggrieved persons to rely on authorised mechanisms like the Commission’s district review committees to have their issues ironed out.

This caution followed some violent confrontation at a registration centre in the Awutu Senya East constituency following suspicions that non-constituents were being bussed in to register.

Addressing the press conference, the Chairperson of the commission, Jean Mensa stressed that “no politician or Ghanaian is supposed to go to the centres to resolve issues.”

“We are not policemen of the registration and there are laid down procedures to follow in the event that you have issues with it.”

She assured that the district review committees, which are made up police, EC officers, police, among others, are well placed to deliberate on all challenges encountered during the registration process.

So we encourage Ghanaians and politicians and what-have-you to go through the procedures that have been put down… when we try to resolve these issue on our own, we find that it leads to a chaotic situation,” Mrs. Mensa said.

LPG TO IMPROVE THE LOT OF FARMERS THROUGH AGRICULTURAL INDUSTRIALIZATION

The Liberal Party of Ghana (LPG) has endorsed its Founder, Mr Kofi Akpaloo, as its presidential candidate in the upcoming general election.

In his acceptance speach, he touched on a number of sectors.

Touching on agriculture, he said an LPG government would mechanise farming and bring about agricultural industrialisation to make life better for farmers and increase yields in the country.

He said such an effort would lead to more employment opportunities because farmers could earn more as a result of increased yields.

 

“Agro mechanisATION and its attended agro-allied services in the areas of agro production and industrialisation need massive interventions and support from the government. We will put in place funding and subsidy regimes to support our farmers, while discouraging importation,” he said.

Entrepreneurship

He said his government would create one million entrepreneurs within four years, adding: “I have done this as a business man and I will do it as a civil servant”.

“The world has changed dynamically and the most important resource needed for transformational change, the most vital commodity, the most attractive capital, both foreign and local, are the people,” he noted.

In addition, Mr Akpaloo said Ghana would be a place where students and graduates could compete internationally for jobs and services.

AKPALOO ACCLAIMED AS LPG PRESIDENTIAL CANDIDATE

The Liberal Party of Ghana (LPG) has endorsed its Founder, Mr Kofi Akpaloo, as its presidential candidate in the upcoming general election.

In a similar fashion, it has also endorsed Mrs Margaret Obrian Sarfo, a business woman, as the running mate to support the party in its bid to win power in the upcoming elections.
At an event to introduce both the presidential candidate and his running mate in Accra on Tuesday, July 22, 13 national executives of the party were also acclaimed to aid the party to capture political power.
National Executive
The executive members are Mr John Ameka, National Chairman; Mrs Sophia Akpaloo, National First Vice-Chairman; Mrs Eunice Adu, National Third Vice-Chairman; Mrs Sarah Grant, General Secretary, and Mr Fleischer Lartey, National Organiser.
The rest are Mr Clement Boadi, National Youth Organiser; Mr Samuel Owusu Afriyie, National Communications Director; Alhaji Adam Sulley, National Zongo Coordinator; Mrs Krystle Houston, Director of International Relations, and Mr Jerry Owusu Appiah, Director of Operations and Elections.
In an address, Mr Akpaloo commended the national council for having confidence in him by electing him to lead the party in the upcoming elections.

“I pray that your effort will not be in vain and your desire to see me become President of our dear nation will be realised. The LPG is what Ghanaians are waiting for; we have arrived on the scene to rescue them and we are not going to fail them,” he said.

GRA DEBUNKS RECRUITMENT REPORTS

The Ghana Revenue Authority (GRA) says it is not recruiting persons to join its Customs Division.

There are reports on social media to the effect that the Authority was enlisting people.

In a statement sited by livingavenuegh.com, GRA said such reports are false and should be disregarded.

“The attention of the Ghana Revenue Authority (GRA) has been drawn to recent reports making rounds, especially on social media that the Authority is recruiting persons to join the Customs Division of the GRA.”

We wish to inform the general public that, this information is false and therefore should be disregarded. GRA does not recruit persons via forms circulated on social media and we do not request for payment of any kind for recruitment.”

The Authority further urged the general public not to engage such persons claiming to be recruiting on its behalf.

“The general public is therefore advised not to engage with any person or group of persons claiming to be recruiting on behalf of GRA. Those who deal with such individuals, do so at their own risk.” the statement read.

GABBY OTCHERE-DARKO MAKES A CASE FOR AKUFO-ADDO

A leading member of the governing New Patriotic Party (NPP) Gabby Otchere-Darko has downplayed the perception of him being hugely influential in the Akufo-Addo administration despite having no official portfolio.

Speaking on Citi TV’s Face to Face, he described such claims as propaganda as he defended the President against claims of nepotism and cronyism.

In his view, his critics “had to create something for me because they expected that Akufo-Addo was going to appoint me,” when the NPP was voted into power.

He, however, acknowledged that he has been influential in the political space with different presidents over the last two decades.

“It just happens that this time, the President is someone that I am known to be very close to.”

Gabby Otcher-Darko further said persons who seemingly overestimate his influence in governance do so “because they think I merit it.”

He also held that any political appointment granted him would have been justified because of his competences despite the expected accusations of nepotism.

“If I had been offered an appointment, would it have been fair for any Ghanaian to say it was due to nepotism? [No, I would have merited it].”

Gabby Otchere-Darko proceeded to defend President Akufo-Addo, who has been accused of running a family and friends government.

The National Democratic Congress earlier came out with a list of 51 names to support its accusations of nepotism and cronyism.

But Gabby insisted that the ends justified the means.

He defended the appointment of Lauretta Asante as one of the Directors General at SSNIT and purported beneficiary of nepotism because she is also the sister of Nana Asante Bediatuo, the President’s Executive Secretary.

“Look at SSNIT and look at the gains it has made… in terms of increasing the number of people who are actually paying contributions.”

 

Though the current government made similar accusations against the Mahama administration, Gabby Otchere-Darko said he never went that route.

“As the president, you have the right to choose the people that you think can deliver for you. Are they delivering or not?”

CRYSTAL TV KICKS AGAINST REQUEST TO REDUCE CHANNELS

Crystal TV, a private broadcasting station in Ghana, has kicked against a request from the Ministry of Communications to reduce its channels on the Digital Terrestrial Television platform.

In a letter to the sector minister, Crystal TV said it is “vehemently opposed” to a directive to reduce its three channels on the platform.

It noted that such a such a directive will “destroy jobs and exacerbate the unemployment challenges in the country.”

The station, thus wants the ministry to “review and withdraw” the request.

Crystal TV explained that its channels were authorised within the terrestrial sphere by the National Communications Authority “and as you can see, this can only be implemented on the only platform in the country which is permitted to carry FTA services.”

“…Therefore, removing any of our channels from the National DTT platform, will render the NCA authorisation unusable,”

 

This request thus “automatically amounts to the closing down the operations of our duly authorised free-to-air broadcasting entities of over 25 years in existence,” Crystal TV stressed.

The directive, therefore, amounts to the revocation of the NCA authorisation as it will be rendered useless.”

The station thus called for further dialogue on solutions to make the DTT more self-sustaining.

“We will find solutions that will reduce the financial burden on the central government in the running of the DTT platform and yet accommodate the free-to-air public broadcasting services which are adequately provided by the state broadcaster and private broadcast entities while paying the appropriate fee to continue providing the masses with the critical indispensable and necessary processes needed in a truly democratic and free society.”

Crystal TV also criticised the Ministry’s seeming use of the COVID-19 pandemic to justify the request.

“We think as the ministry with oversight and responsibility for the growth and sustenance of the telecommunications industry in Ghana, you should be doing more to ease the constraints brought on by COVID-19, especially towards the broadcasting industry.”

The request formally came in a June 26 letter signed by the Communications Minister, Ursula Owusu-Ekuful.

It is to take effect 60 days from June 26, 2020.

The DTT platform also currently has the capacity for 40 channels, which has been used up.

The government’s planned expansion of capacity on the network has been delayed by the COVID-19 pandemic.
